Labour’s Manifesto promises for workers

The Labour Party has published its Manifesto for the 12 December 2019 general election. Policies on employment law and industrial relations are in the Chapter poverty and inequality starting from page 57 where Labour has promised to:

  1. Eradicate in-work poverty by tackling the structural causes of poverty and inequality, such as low pay and high living costs, while raising the floor provided by the social safety net
  2. Transform people’s lives for the better through the biggest extension of workers’ rights in history
  3. Introduce a Real Living Wage of at least £10 per hour for all workers aged 16 and over give workers a stake in the companies they work for – and a share of the profits they help create – by requiring large companies to set up Inclusive Ownership Funds (IOFs
  4. Explore other innovative ways of responding to low pay, including a pilot of Universal Basic Income
  5. Develop tailored support and protections for the self-employed, including: collective income protection insurance schemes, annual income assessments for those on Universal Credit, and better access to mortgages and pension schemes
  6. Set up a Ministry for Employment Rights, which will roll out sectoral collective bargaining across the economy, bringing workers and employers together to agree legal minimum standards on a wide range of issues, such as pay and working hours, that every employer in the sector must follow
  7. Give everyone full employment rights from day one on the job
  8. Strengthen protections for whistle-blowers
  9. Strengthen rights against unfair dismissal for all workers, with extra protections for pregnant women, those going through the menopause and terminally ill workers
  10. End bogus self-employment
  11. Create a single status of ‘worker’ for everyone apart from those genuinely self-employed in business on their own account, so that employers cannot evade workers’ rights
  12. Ban overseas-only recruitment practices
  13. Introduce a legal right to collective consultation on the implementation of new technology in workplaces
  14. Ban zero-hour contracts and strengthening the law so that those who work regular hours for more than 12 weeks will have a right to a regular contract, reflecting those hours
  15. Increase wages through sectoral collective bargaining
  16. Require breaks during shifts to be paid
  17. Require cancelled shifts to be paid and proper notice for changes in hours
  18. Give all workers the right to flexible working
  19. Extend statutory maternity pay from nine to 12 months
  20. Double paternity leave from two weeks to four and increase statutory paternity pay
  21. Introduce statutory bereavement leave, guaranteeing workers time off to grieve the loss of close family members or following miscarriage
  22. Introduce four new bank holidays celebrating our four patron saints’ days
  23. Review family-friendly employment rights, including rights to respond to family emergencies
  24. Require employers to devise and implement plans to eradicate the gender pay gap – and pay inequalities underpinned by race and/or disability – or face fines.
  25. Require employers to maintain workplaces free of harassment, including harassment by third parties
  26. Increase protection against redundancy for people wherever they work
  27. Give statutory rights to equalities representative
  28. Set up a Royal Commission to bring health (including mental health) and safety legislation up to date
  29. Ensure that public-facing workers are protected by toughening the law against abuse and violence
  30. Ban unpaid internships
  31. Allow trade unions to use secure electronic and workplace ballots
  32. Remove unnecessary restrictions on industrial action
  33. Strengthen and enforce trade unions’ right of entry to workplaces to organise, meet and represent their members and to recruit
  34. Ban union-busting
  35. Strengthen protection of trade union representatives against unfair dismissal and union members from intimidation, harassment, threats and blacklisting
  36. Repeal anti-trade union legislation including the Trade Union Act 2016
  37. Create new rights and freedoms for trade unions to help them win a better deal for working people
  38. Simplify the law around union recognition
  39. Give union reps adequate time off for union duties
  40. Develop collective income protection insurance schemes for the self-employed
  41. Introduce a maximum workplace temperature to protect workers and require employers to take counteracting measures
  42. Bring UK law in line with the International Labour Organisation standards it has ratified
  43. Tackle excessive working hours by reducing average full-time weekly working hours to 32 across the economy, with no loss of pay within a decade
  44. End the opt-out provision for the EU Working Time Directive and enforce working-time regulations
  45. Set up an independent Working Time Commission to advise on raising minimum holiday entitlements and reducing maximum weekly working time
  46. Mandate bargaining councils to negotiate reductions in working time
  47. Invest to increase productivity and make sure workers share the benefits
  48. Keep restrictions on Sunday trading in place and review unpaid overtime
  49. Introduce a new, unified Workers’ Protection Agency to enforce workplace rights, including the Real Living Wage with extensive powers to inspect workplaces and bring prosecutions and civil proceedings on workers’ behalf
  50. Keep employment tribunals free and extend their powers, and introduce new Labour Courts with a stronger role for people with industrial experience on panels
